Today, catalytic converter theft is an ongoing, nationwide issue. Thieves target catalytic converters because the metals found inside the devices are high in value. To prevent catalytic converter theft from occurring, the Minnesota Legislature created the catalytic converter theft prevention pilot program in 2021.

The idea behind this program was to deter the theft of catalytic converters by making them with unique identifiers. To do such, the catalytic converters are permanently marked with identification numbers that don’t cause damage. Both the Commerce Fraud Bureau (CFB) and the Automobile Theft Prevention Program administer the program.

The CFB chose the CATGUARD Label Solution as the leading technique for marking catalytic converters. Here’s how the process works: The labels are installed by conveniently sticking the label onto a catalytic converter, which is cool to the touch. Afterward, a fluid is painted onto the label, causing the unique number to be etched into the metal. Then, once registered, this unique number will reveal the VIN of the vehicle it was installed on, allotting for law enforcement to track a recovered converter to a particular automobile.

In April 2022, the CFB began distributing 16,000 individual label kits, with more expected to follow. As of now, these kits are available to the following:

• Community Groups
• Businesses for Distribution to the Public

It’s recommended that the distribution of labels be prioritized for vehicles experiencing the highest rates of catalytic converter theft or for individuals who have already fallen victim to this crime.

• Toyota Tundra

It’s important to note that legislation requires these labels to be installed at no cost to the owner of the vehicle. Specifically, service centers can’t charge for the installation or label. Yet, if another service is performed during the time of installation, such as an oil change or tire rotation, then a charge for the other service(s) is acceptable.
